Short answer: apps and streams won't get you nearly as far as a scanner. Depending on your area, there may not be anything related to your local emergency response agencies available to monitor on an app or stream. With streams and apps, you are listening to a feed of a scanner, just someone else's.

A loose or improperly installed antenna can prevent the scanner from picking up signals. Check the scanner settings: Ensure that the scanner is set to scan the frequencies that you want to monitor. You may need to adjust the settings or select different frequencies to get a signal.

Most police radios operate in the 700 and 800 MHz UHF bands. These provide pretty good range, especially in urban areas. A squad car radio built into a car could easily give range of 10–25 miles under ideal conditions. A handheld usually will do a couple of miles, anywhere between 2 and 5 miles.

There are no scanners available that can monitor encryption; there are no tricky loopholes to work around full encryption*. If your area has partial encryption there are still plenty of channels you can listen to—just not encrypted channels.
